w sprawie powołania członków i doradców komitetów naukowych oraz Zespołu, ustanowionych decyzją 2008/721/WE

uwzględniając Traktat ustanawiający Wspólnotę Europejską,
uwzględniając decyzję Komisji 2008/721/WE z dnia 5 września 2008 r. w sprawie utworzenia struktury doradczej komitetów naukowych i ekspertów w dziedzinie bezpieczeństwa konsumentów, zdrowia publicznego i środowiska oraz uchylająca decyzję 2004/210/WE (1), w szczególności jej art. 3 i 4,
a także mając na uwadze, co następuje:
(1) Decyzją 2008/721/WE Komisja ustanowiła trzy komitety naukowe w dziedzinie bezpieczeństwa konsumentów, zdrowia publicznego i ochrony środowiska: Komitet Naukowy ds. Bezpieczeństwa Konsumentów (SCCS), Komitet Naukowy ds. Zagrożeń dla Zdrowia i Środowiska (SCHER) oraz Komitet Naukowy ds. Pojawiających się i Nowo Rozpoznanych Zagrożeń dla Zdrowia (SCENIHR), a także Zespół Doradców Naukowych ds. Oceny Ryzyka („Zespół”).
(2) Każdy z komitetów SCCS, SCHER i SCENIHR składa się maksymalnie z 17 członków, natomiast o liczbie doradców naukowych w Zespole w danym czasie decyduje Komisja w oparciu o zapotrzebowanie na porady naukowe. W celu właściwego objęcia szerokiego zakresu zagadnień naukowych, w których planowane są konsultacje z komitetami naukowymi w okresie sprawowania ich funkcji, należy ustalić, że każdy komitet naukowy będzie się stale składał z 17 członków, zaś Zespół -z 189 doradców naukowych.
(3) Zgodnie z art. 3 ust. 4 i art. 4 ust. 2 decyzji 2008/721/WE opublikowano zaproszenie do wyrażenia zainteresowania, w którym przedstawiono również kryteria doboru i procedurę oceny, w wyniku czego ustalono wykaz odpowiednich kandydatów, służący Komisji do powołania (mianowania) członków komitetów naukowych oraz doradców naukowych mających wejść w skład Zespołu.
(4) Zgodnie z art. 3 ust. 2 decyzji 2008/721/WE dobór członków komitetów odbywał się na podstawie ich wiedzy specjalistycznej oraz z uwzględnieniem rozmieszczenia geograficznego, które odzwierciedla różnorodność zagadnień naukowych i podejść, szczególnie w Europie; zgodnie zaś z art. 4 ust. 1 tejże decyzji, dobór doradców odbywał się z uwzględnieniem potrzeby objęcia jak najszerszego zakresu dyscyplin,

Liczbę członków każdego z trzech komitetów naukowych ustanowionych decyzją 2008/721/WE ustala się na 17. Na członków komitetów powołuje się ekspertów wymienionych w załączniku I [1] do niniejszej decyzji.
Liczbę doradców naukowych wchodzących w skład Zespołu Doradców Naukowych ds. Oceny Ryzyka, ustanowionego decyzją 2008/721/WE, ustala się na 189; w skład Zespołu powołuje się ekspertów wymienionych w załączniku II [2] do niniejszej decyzji.
